The Situation
The MA Oceans Act of 2008 required the promulgation of the Final MA Ocean Plan by December 2009.
The Project
MA EEA engaged the Massachusetts Ocean Partnership to provide essential strategic, technical, logistical, and financial support to help meet the mandated deadline for ocean plan promulgation; MOP staff, contractors and Partners supported dozens of science integration and stakeholder engagement activities to help develop (and now implement) the Final MA Ocean Plan.
Role in Coastal and Marine Spatial Planning
The science based and stakeholder informed Final MA Ocean Plan is a tangible, innovative and pragmatic translation of policy into management.
Challenges & Applications
The massive scope of this endeavor combined with the ultra-short timeline for plan development created a formidable challenge; Extensive support from the MOP public-private partnership helped the EEA planning team create the best plan possible in the time available. The plan can exemplify what can be accomplished with a rigid mandate, clear authority and sufficient resources.
