The Oceans Act of 2008 required MA to develop an ocean management plan. In order to design the planning process, key elements of the planning framework had to be identified and options for conducting each component had to be developed.
The Project
The MOP Planning Framework Team identified nine key components of a planning framework that would be responsive to the requirements of the MA Oceans Act. A range of options for each of the nine components are identified and discussed. EEA used these to design the planning process in consultation with the Ocean Advisory Commission.
Role in Coastal and Marine Spatial Planning
Implementation of the requirements of the Oceans Act and, more generally CMSP, requires the identification of key planning components and options for each that are consistent with the requirements of the Act and other policy guidance.
Challenges & Applications
The nine key components for a marine spatial plan could be used to develop options for a planning framework in other locations. The myriad of existing regulations provided a significant challenge to developing practically implementable options for each planning component.
