The Situation

The Oceans Act of 2008 required MA to develop an ocean management plan.  In order to develop options for the planning process, we wanted to understand how management plans in other parts of the world responded to their key planning drivers and how they dealt with primary planning components in order to inform how MA could respond to the MA Oceans Act.

The Project

The MOP team researched and summarized key components of seventeen resource management plans throughout the world.  These seventeen programs were chosen from a much longer list because they appeared to have the most to offer the situation in MA.

Role in Coastal and Marine Spatial Planning

Implementation of CMSP requires the design of a planning process  – or framework – that includes key components, such as stakeholder participation, and is consistent with the policy context

Challenges & Applications

This review of planning frameworks can inform the development of resource management plans in other areas, but it should be noted that the MOP team specifically reviewed these programs for their relevance to the situation in MA.

It is important to better understand the ecosystem based management and marine spatial planning efforts from around the world to inform how CMSP can be implemented in MA
